William "Bill" Hines Memorial Scholarship

To be considered for the William "Bill" Hines Memorial Scholarship, eligible applicants must complete all segments of the application and submit the application by the due date of March 4, 2019.  Please see the eligibility requirements inside the application.  

Reverend Dr. William "Bill" Hines

The Reverend Dr. William “Bill” Hines  Memorial Scholarship is presented in honor of a man whose core values and beliefs were enshrined  in doing what was right in the eyes of God, his country and in the law.  William Hines had a distinguished military career, serving  honorably in the United States Army during the Korean Conflict; retiring after 26 years, and having achieved the rank of Master Sergeant.
As the first African American member of the Shreveport Police Department in 1954, William Hines excelled through the ranks , achieving the rank of Captain.  During his tenure , Captain Hines was the epitome of professionalism , integrity, strength and courage.  Overcoming monumental obstacles and adversity associated with the times,  Captain Hines continued to persevere and serve the citizens of Shreveport, living by his mantra: “Police from the heart.”  Revered Hines was not only a brilliant civic leader, but also a trailblazer, having  founded the Magnolia Peace Officers Association  and serving as the head of several civic and religious institutions.
In the late 70’s, Hines followed his passion for God, becoming  an ordained Baptist minister and the leader of a number of congregations, serving until his death in 2014 at age 84.  Having paved the way for so many aspiring young people of all races, William Hines’ memory lives on through his wife Mrs. Marie Hines, his children, grandchildren and through the scholarship named in his honor.   To God be the Glory.
